The problem of practical preparation of low impedance particles with a prescribed limiting impedance is formulated and its importance in physics and technology is emphasized. If this problem is solved, materials with a desired refraction coefficient can be prepared. These include metamaterials and materials with a desired radiation pattern. Some arguments are put forward to prove the existence of small particles with the prescribed limiting impedance.
